1. Project Background

The Barrier Removal for the Achieving the National Energy Road Map Targets of Vanuatu (BRANTV) is a project which was developed under the Department of Energy (DoE) through the United Nations Development Program and funded by the Global Environment Facility (GEF). It was designed to address some of the key barriers which are hindering the Government from not achieving the targets outlined in the Updated National Energy Road Map (Updated NERM).

These root causes and barriers are; Capacity and Awareness, Policy and Regulatory, Institutional, Financial & Technical and Financial Viability. The project will also demonstrate some of the Renewable Energy (RE), Energy Efficiency (EE) technologies and their management models in 40 different sites around Vanuatu. There will be heavy public and private sector involvement during the whole duration of the project. The project will commence this year 2018 and with a duration of 4 years.

 The project will require a project management unit (PMU) which will consists of a Project Manager, Project Implementation & Monitoring Officer and Finance & Administration Officer. A total of 3 full time staffs who will be engaged for the whole duration of the project. Apart from these full-time contracts, there are shorts contracts for specific areas within the project. The Project Board will be the governing body of this project, upon advice from the PM. There is also a task force which will comprise of all the productive sectors within the Government.

 Initially, the PMU will conduct an inception workshop to finalize the project activities. Once this is approved, the PMU will develop the work plan according to the tentative Gantt Chart provided in the project document. The project has 5 components, namely;

  1. Component 1: Capacity and Awareness Enhancement on Sustainable Energy and Low Carbon Development
  2. Component 2: Improvement of Energy Policy and Planning Formulation and Implementation
  3. Component 3: Institutional Framework Enhancement for Sustainable Energy and Low Carbon Development
  4. Component 4: Sustainable Energy and Low Carbon Initiatives Financing
  5. Component 5: Sustainable Energy and Low Carbon (RE and EE) Technology Applications

Under each of the components, there are activities with specific outcomes to address the barriers outlined in the first paragraph. Some of these activities are; conducting capacity building around RE and EE technologies (targeted recipients), public awareness on sustainable energy, development of the Updated NERM RE implementation plan and its guiding policies, developing sustainable cross-sectorial management models (for rural RE and EE projects), providing assistance to the DoE in low carbon initiative financing and demonstrating village scale RE and EE technology systems. The demonstration activity will include 9 sites of pico-hydroelectric (3W-15W), 1 hybrid site consisting of pico-hydroelectric and solar, 5 sites of solar nano-grids (5 households per solar system) and 5 sites of community solar systems.

 BRANTV has the objective of enabling the achievement of the energy access, sustainable energy, and green growth targets of Vanuatu, as represented in the country’s National Energy Road Map (NERM).

  1. Duties and Responsibilities

The PM will run the project on a day-to-day basis on behalf of the Implementing Partner within the constraints laid down by the Board. The PM function will end when the final project terminal evaluation report, and other documentation required by the GEF and UNDP, has been completed and submitted to UNDP (including operational closure of the project)

Some of the duties and responsibilities which the PM needs to perform:

  1. Scope of Work

The PM will be bounded by the work plan which will be developed and approved after the inception workshop and this ToR.

  1. Reporting

The PM will be reporting to the National Project Director (can be referred to as the project coordinator) who will be appointed by the Director of DoE. Otherwise the PM also reports to the Project Board and Task Force.
