The Department of Energy welcomes the gazettal of the Regulatory Guidelines for Independent Power Producers (IPPs) and Power Purchase Agreements (PPAs), a significant step towards strengthening Vanuatu's energy sector and creating a clear pathway for private investment in electricity generation.

The newly gazetted Guidelines provide a transparent and predictable regulatory framework for the development, assessment and approval of Independent Power Producer projects and the establishment of Power Purchase Agreements within Vanuatu's electricity sector. As Vanuatu continues its transition towards a more sustainable, secure and resilient energy future, private sector participation will play an increasingly important role in delivering the investment, innovation and generation capacity needed to meet growing energy demands and support national development priorities.

The Government is committed to creating an enabling environment that attracts responsible investment in the energy sector. The gazettal of these Guidelines provides greater certainty for developers, investors and financiers considering opportunities in Vanuatu, while ensuring that future projects are developed in a manner that protects the interests of electricity consumers and contributes to the country's long-term energy objectives.

The Department of Energy encourages all existing and prospective Independent Power Producers, renewable energy developers, infrastructure investors and development partners to familiarize themselves with the requirements outlined in the Guidelines.

Importantly, potential investors are encouraged to engage with the Utilities Regulatory Authority (URA) at the earliest stages of project planning. Early engagement with the URA will help proponents better understand the regulatory requirements, approval processes, procurement procedures and compliance obligations associated with IPP development and Power Purchase Agreements.

By consulting with the URA from the outset, investors can obtain guidance on project development requirements, regulatory expectations and pathways for participation in Vanuatu's electricity market, thereby improving project readiness and reducing potential delays.

The Government sees the new IPP framework as an important tool for attracting high-quality investment into electricity generation, particularly renewable energy projects that can contribute to increased energy security, improved reliability of supply and reduced dependence on imported fuels.
