The Department of Energy welcomes the gazettal of the Mini-Grid Tariff Guidelines, an important milestone in advancing Vanuatu's efforts to expand access to affordable, reliable and sustainable electricity services across the country.

The Guidelines establish a clear framework for the determination, approval and regulation of tariffs for mini-grid electricity systems. They provide greater transparency and regulatory certainty for investors, project developers, operators and communities involved in the development and operation of mini-grid projects.

As the Government continues to pursue its national energy and electrification objectives, mini-grids are expected to play a critical role in providing electricity to remote and underserved communities where conventional grid extension may not be economically viable. The establishment of a transparent tariff framework is essential to ensuring that mini-grid projects are both financially sustainable and capable of delivering quality electricity services to consumers.

The Government recognizes that private sector participation will be instrumental in accelerating the deployment of mini-grid systems throughout Vanuatu. The Mini-Grid Tariff Guidelines provide investors and developers with greater confidence by clearly outlining the principles, methodologies and regulatory requirements that will apply to tariff setting and tariff reviews.

The Department of Energy encourages all existing and prospective mini-grid developers, renewable energy investors, community energy providers and development partners to familiarize themselves with the provisions of the Guidelines.

Importantly, investors and project proponents are encouraged to engage closely with the Utilities Regulatory Authority (URA) during the early stages of project development. Early consultation with the URA will help developers understand the tariff approval process, cost recovery requirements, consumer protection measures and other regulatory obligations that apply to mini-grid operations.

The Government believes that early engagement with the URA will contribute to more efficient project development, improve compliance with regulatory requirements and provide greater certainty for investors seeking to deliver mini-grid solutions in Vanuatu.

The Guidelines also seek to strike an appropriate balance between ensuring affordable electricity prices for consumers and enabling project developers to recover efficient costs and earn a reasonable return on investment. This balance is critical to attracting sustainable investment while ensuring that rural and remote communities benefit from reliable electricity services over the long term.

The gazettal of the Mini-Grid Tariff Guidelines demonstrates the Government's continued commitment to creating a transparent, predictable and investment-friendly environment for energy sector development. It further supports national goals to increase energy access, promote renewable energy deployment, strengthen climate resilience and improve the quality of life for all ni-Vanuatu.
